Short answer: Until you're officially back together, your ex isn't accountable to you, and trying to enforce standards, rules, or exclusivity during the dating phase kills the vibe that's rebuilding attraction in the first place. The relationship came together through fun and light connection originally, not through rules, and it has to be rebuilt the same way before rules can come back into it.

Trying to hold your ex accountable during the dating phase is like walking up to someone you just met at a bar and grabbing their phone out of their hands to check who else they're talking to. You haven't reached that level yet. It doesn't matter that you know them, that you love them, that they love you, or that you were together for years before the breakup. Until you're officially back together, you're not accountable to each other. You have work to do to attract them back into that place of accountability, otherwise you'd already be back together. So your focus shouldn't be on holding your ex to certain standards, making sure they don't talk to other people, or making them jump through hoops for you at exactly the right pace. Your focus should be on having fun with them and making them feel good when they're around you. That's exactly how you got them to begin with, if you think about it. You came together originally not by arguing, not by creating rules for each other. Rules came later, after you'd already built something through having fun together, probably around two months of light, no-strings- attached dating. That's what you have to do again now, at the start of the dating phase. Make sure you're not focused on troubleshooting old problems or setting rules too early, because it's going to kill the vibe you're trying to rebuild.
